In many cases, the legal framework for the use of electronic signatures is still missing in Germany because the electronic form was explicitly excluded, or the written form is provided for, where the use of text with conclusive proof of delivery could also be sufficient.

The keynote speech specifically highlights recent and upcoming changes to the legal framework for digital processes through the Fourth Bureaucracy Reduction Act (BEGIV) and the Vocational Training Validation and Digitization Act (BVaDiG).
